My colleague Dr. Clare Dallat assembled this useful lit review on comparing outdoor safety and risk research as to whether it focusses on the person or includes wider system factors. The 'person' view of risk aligns with the operator error model, or 'blame the operator'. The system factors include larger organizational or social influences that are also proven to be at play in almost all situations.
